Bongani Khumalo is a public economist with years of practical and research experience in intergovernmental fiscal relations, tax policy, public finance and social policy. Previously, Bongani was the Deputy Chairperson of the Financial and Fiscal Commission. He also served as the Commission’s Acting Chairperson/Chief Executive Officer from 2010 to 2016. He was previously the Program Manager for Fiscal Policy in the Secretariat of the Commission.
He has worked on a variety of areas within the South African intergovernmental fiscal relations system, including the design of revenue sharing formulae, the financing of education, health care and social assistance, and sub national borrowing and taxation issues and on the design of conditional grants. Upon completing a Master of Science (Economics) degree from the University of Zimbabwe, Bongani lectured in the areas of International Trade and Development and Public Finance.

Lydia Ntenga is a development economist and budget analyst. She holds a Masters degree in Economics from the University of Johannesburg (previously Randse Afrikaanse Universiteit) and an Honours degree in Economics from the University of the Witwatersrand. Between May 2014 and August 2016 Lydia was a Director at the African Food Zone.
Prior to that she was a Programme Manager at the Financial and Fiscal Commission, a Senior Manager at the South African Social Security Agency (SASSA) and a Director at the National Department of Social Development. She has extensive experience in the policy formulation and performance-monitoring arena.
Her previous work included the development of policies and strategies for the financing of social security grants in line with macroeconomic goals and developmental objectives, investigating the social security framework in South Africa, the analysis of social welfare budgets and policies and on the provision and funding of child welfare services in South Africa.

Johane Dikgang is an Environmental and Resource Economist. His research interests lie around climate change, environmental fiscal measures, cost benefit analysis, environmental valuation, nature-based tourism, energy, water, agriculture, transport, and land reform .
Johane completed his PhD at the University of Cape Town and his undergraduate studies at the Nelson Mandela University (formerly University of Port Elizabeth). He has lectured in public economics, environmental economics and international trade and has published in world-renowned journals.
